Xiaogang Village is located in Xiaoxihe Town, Fengyang County, Chuzhou City, Anhui Province. It is situated in the Jianghuai watershed area and has a subtropical monsoon climate. Located approximately 28 kilometers southeast of Fengyang County, the village is traversed by the Beijing Shanghai Railway, G36 (Ningluo Expressway) Expressway, Provincial Highway 307, and 101. It is only 15 kilometers away from the Xiaogang exit of Ningluo Expressway. When the mutual aid group was established in 1955, it was named "Xiaogang Mutual Aid Group" due to its location on a hill, hence the name "Xiaogang". In 1978, 18 red handprints in Xiaogang Village struck a reform thunderbolt, opening the prelude to rural reform in China. In 2008, the original Xiaogang Village was merged with the surrounding Yangang Village and Shima Village, with a village area of 22500 mu, including 18900 mu of agricultural land and 14500 mu of arable land. All the villagers lived in three communities, with 23 village groups and a registered residence population of 923 households and 4411 people. The village party committee has 8 party branches and currently has 127 party members, including 4 probationary party members. Xiaogang Village has successively been awarded the honorary titles of National Top Ten Famous Villages, National Civilized Village, National Ecological and Cultural Village, China Beautiful Leisure Village, National Democratic and Rule of Law Demonstration Village, National Key Cultural Relics Protection Unit, National Rule of Law Propaganda and Education Base, National Rural Governance Demonstration Village, National Rural Revitalization Demonstration Village, National 4A Tourist Attraction, Anhui Province Patriotic Education Base, Anhui Province Historical and Cultural Famous Village, etc.

Xiaogang Village is a magical land that, in just forty years, has nurtured and given birth to the nationally renowned spirit of "big responsibility" and "Shen Hao". In the winter of 1978, 18 farmers in Xiaogang Village made a life and death pledge and risked their lives by pressing their bright red handprints on the "land distribution to households" contract, implementing the agricultural "big package" policy. This marked the beginning of China's rural reform, and Xiaogang Village was therefore known as the "first village in China's rural reform". In February 2004, Comrade Shen Hao from the Finance Department of Anhui Province was selected by the Provincial Party Committee to serve as the first secretary of Xiaogang Village. On November 6, 2009, Comrade Shen Hao fell on his job due to long-term overwork and illness. During his six years in Xiaogang Village, he devoted himself wholeheartedly to the development of Xiaogang and the interests of the villagers, which led Xiaogang Village onto the fast lane of development and brought about earth shaking changes. He won the heartfelt love and admiration of the villagers in Xiaogang with his dedication to serving the people and rooting himself at the grassroots level. The two immortal monuments of the spirit of "Shen Hao" and the spirit of "Da Bao Gan", as well as the two spirits of the times, have converged into the "Xiaogang Spirit" of reform, innovation, and daring to be the first.

  Especially on April 25, 2016, General Secretary Xi Jinping presided over a rural reform symposium in Xiaogang Village and delivered an important speech, emphasizing that "China must strengthen agriculture, beautify rural areas, and enrich farmers", and put forward the "three unwavering" general requirements for the work of agriculture, rural areas, and farmers nationwide. At the same time, it was pointed out that 'what we did with our lives and family back then became a thunderbolt of China's reform and a symbol of China's reform', further establishing Xiaogang Village's historical position as the main birthplace and symbol of China's rural reform, and having important milestone significance in the development history of Xiaogang Village.

Through the management of high standard farmland throughout the region, modern ecological agriculture and efficient agriculture will be vigorously developed; Strengthening the secondary industry by building Xiaogang Industrial Park and focusing on developing and strengthening the deep processing industry of agricultural and sideline products; The expansion of the tertiary industry, the creation of 5A level scenic spots, the construction of national level training and education bases, and the development of rural e-commerce platforms are on par. In 2019, the total number of tourists to Xiaogang Village scenic area reached 1.15 million, with a comprehensive tourism income of 260 million yuan. The village collective economic income once again exceeded 10 million yuan, reaching 11 million yuan, a year-on-year increase of 7.8%; The per capita disposable income of villagers reached 25600 yuan, a year-on-year increase of 21.8%.

On December 18, 2018, at the National Celebration of the 40th Anniversary of Reform and Opening up, the leader of Xiaogang Village's "Big Responsibility" was recognized by the Party Central Committee and the State Council as an outstanding contributor to reform and opening up, and was awarded the title of "Reform Pioneer". He was also the first to receive the award personally from General Secretary Xi Jinping. On September 25, 2019, at the "Most Beautiful Striver" commendation conference held at the Great Hall of the People, the leaders of the "Big Responsibility" were collectively awarded the honorary title of "Most Beautiful Striver". On October 1, 2019, at the 70th anniversary of the founding of the People's Republic of China, Comrade Li Jinzhu, the first secretary of the village party committee, represented Xiaogang Village and ranked first on the "Hope Field" parade, accepting inspection by General Secretary Xi Jinping, other central leaders, and the people of the country. These are not only a full affirmation of the pioneering work of the "big package" 42 years ago, but also a huge incentive for Xiaogang to continue writing new chapters of reform.
