Anhui Xiaogang Cadre College is located in Xiaogang Village, known as the "First Village of Rural Reform in China", and is one of the two cadre colleges in Anhui Province. Jiang Zemin, Hu Jintao, and Xi Jinping, the three General Secretaries, personally visited Xiaogang Village for inspection. Especially on April 25, 2016, General Secretary Xi Jinping inspected Xiaogang Village, presided over the National Rural Reform Symposium at the college, and delivered an important speech. In December 2015, the editorial board of the Anhui Provincial Party Committee approved the establishment of the Anhui Xiaogang Cadre College based on the Communist Party of China Fengyang County Party School.

  The college highlights the brand of "the main birthplace of rural reform in China". In terms of curriculum development, the college firmly adheres to the principle of "the college surnames the party", takes party education as the core, and promotes the spirit of big responsibility as the main line, highlighting political, contemporary, and distinctive characteristics. As a characteristic base for party education, the college adheres to the combination of classroom teaching and on-site teaching, deeply integrating theoretical learning with on-site experience. It has carefully created 52 on-site teaching points, including "Following the Footprints of Three General Secretaries Inspecting Xiaogang", "Memorial Hall for Big Cadres", "Exhibition Hall for Comrade Shen Hao's Advanced Deeds", and "Inspiration from the Strike on the Construction of Zhongdu City for Today" (Ming Zhongdu Imperial City Ruins). A "one circle and four lines" teaching layout has been formed, with Xiaogang Village as the leader and surrounding educational resources as the support.
